International acceptance standards for high-strength structural bolts determine whether a steel fabrication package clears inspection or gets held at site. For projects in the Middle East and Africa, the most common point of friction is not bolt quality itself—it is whether the supplier’s certification package matches the ASTM F3125 or EN 14399 system specified in the contract. ASTM F3125 consolidated six legacy standards—A325 and A490 no longer exist as standalone specifications
The first error to catch in any purchase order is a drawing that still calls for “ASTM A325” or “ASTM A490.” ASTM F3125/F3125M was issued as a consolidation and replacement of six structural bolting standards: A325, A325M, A490, A490M, F1852, and F2280 . The current edition covers inch grades at 120 ksi, 144 ksi, and 150 ksi, and metric grades at 830 MPa and 1040 MPa .-1-6-
For Middle East and Africa projects, this matters at the document review stage. If the engineer of record references A325/A490, the supplier must state that bolts are supplied to F3125 and that the certification reflects the consolidated standard. Grade A325M and A490M heavy hex bolts are furnished in M12 through M36, which covers the majority of structural connections in typical steel fabrication .-9
EN 14399 treats the bolt, nut, and washer as one assembly—ASTM does not
The European system’s defining requirement is not bolt strength alone. EN 14399-1 requires that bolting assemblies for preloaded joints be supplied by a single manufacturer, including bolts, nuts, and washers . This is a structural difference from the ASTM approach, where bolts, nuts, and washers are often procured to separate standards and assembled by the fabricator.-2-10
The practical consequence appears in the test certificate. EN 14399-2 requires suitability testing for preloading on the complete assembly, not just the bolt. For a project specifying EN 14399, a supplier that can only provide bolt tensile data without assembly-level preload verification is not compliant. The high-strength structural bolts supplied through https://ar.jindaifasteners.com are available with assembly-level documentation where the project specification requires it.
What ADNOC and Gulf specifications actually call for
Abu Dhabi National Oil Company’s structural steel specification provides a useful benchmark for Gulf projects. Its bolted connection requirements reference the RCSC “Specification for Structural Joints Using High Strength Bolts,” and its bolt material section lists ASTM F3125 Grade A325 or A490 as the primary high-strength bolt specification, with ASTM F436 washers and ASTM A563 Grade DH nuts . The same document also permits BS EN 14399-6 washers and ISO 898-1 Grade 8.8 bolts as an equivalent option .-21-24
This means a supplier quoting into a Gulf oil and gas project should be prepared to provide either F3125-based certification or an EN 14399-aligned assembly package, depending on which clause the EPC contractor has adopted. Sending an A325 certificate when the specification says F3125 is a documentation rejection, even if the physical bolt is identical.
Anchor bolts are covered by a different standard entirely
ASTM F3125 and EN 14399 both apply to structural connections in steel-to-steel joints. They do not cover anchor bolts. Anchor bolts are specified under ASTM F1554, which addresses straight, bent, headed, and headless anchor bolts in three yield strength grades: 36, 55, and 105 ksi . EN 14399 does not include anchor bolts in its scope.-3-5
This distinction is frequently missed in project submittals. An anchor bolt package submitted with F3125 mill certificates will be returned by the inspector. If your project requires anchor bolts alongside structural bolts, the two certification packages must be prepared separately. The product range at https://ar.jindaifasteners.com distinguishes between structural bolting assemblies and anchor bolts so that the correct standard is applied at the quotation stage.
Documentation checklist before shipment
For ASTM F3125 scope: heat number traceability, mechanical test reports for tensile and proof load, and dimensional inspection to the grade and style ordered. For EN 14399 scope: the same bolt-level data plus assembly suitability test documentation covering the bolt, nut, and washer combination as supplied.
